At Berlin the high level railway was at the same time operated by electricity. The small electric railway at Portrush de- rived interest from seeking its energy in a neighboring waterfall, while the invention of Desprez for transporting electrical force to great distances has been applied to a waterfall near Grenoble, which has worked, to the extent of 7 horse-power, a printing press, a sand mill and other machinery. — An electrical omnibus, also, has been tried with success in Paris, during the busiest hours of the day, and the heavy vehicle was handled and turned with facilitv. In some of the coal mines of Saxony electricity has for several months been employed, not only to draw trains of coal, but also to work a ventilating fan. Even a thermo-electric stove has been invented, as have also elec tric lights that can be used on railway cars, in spite of the vibrations and frequent shocks to which trains are exposed. On the water, electricity as a motor has made no less rapid progress than on land. Last summer an electric boat was plying on the Danube Canal, taking 30 or more passen- gers 6 miles an hour against the strong cur rent and 18 miles an hour with the stream. Two years ago a launch propelled by elec- tricity was shown on the Thames, and the following year a boat of that character, 40 feet long, attained a speed of 8 miles an hour on the measured mile—this boat being the one, we believe, already spoken of as used on the Danube, Its trips were accom plished, of course, without smoke, or heat, or smell of oil, and also without noise of en- gines or vibration. As for the application of electricity to submarine eeperas it is now the subject of much study, attended with some success. Electric small arms have already been invented, and one such weapon was operated not long ago by Colonel Fosberry, at London, before an assembly of army officers and others, by means of a small accumulator secreted under his waistcoat. The gun was the invention of Pieper, of Liege, who has fired more than 100 rounds with it in two minutes. We may yet see electricity revolutionizing the manufacture of small arms. ; But there is special interest attaching to the use of electricity in transportation, be- cause here an enormous element in modern life, affecting great populations at all times, is dealt with. Of course, the matter must still be viewed as experimental, since only protracted tests fully determine those con- siderations of economy, convenience and safety on which ultimate success depends. It is certainly noteworthy, however, that while various new motors, such as caloric, com- wressed air, coiled springs and grip cables, Lowe been under contemplation and trial for so many years as possible substitutes for horses in street railways, electricity has suddenly come to the front, threatening to supersede them all. The Condition of Germany’s Industries. Two reports received at the State Depart- ment from tbe consular officers in Germany indicate that the policy of protection adopted there five years ago has resulted so favor- ably that its extension is highly probable. Consul-General Vogeler, of Frankfort on- the-Main, gives in his report a synopsis of the proposed amendments to the tariff law. In proposing these amendments he says the Government remarks: ‘ The reform of our tariff law of July 15, 1879, has in a genera! way brought about the desired results, in this, that it has not only produced a decided increase of revenue, which has greatly re- lieved the financial situation of the several German States, but has also strongly fostered the industrial activity of the Nation. It would, however, contravene the public in- terests which the tariff has to serve in the first place it legislation should, as is demanded in some parts, consider the tariff, which has now been in force nearly five years, as some- thing nearly unchangeable. Such strict ad- hereuce to all the provisions of the tariff is forbidden on the ove hand by the constant development of the manifolu industries af fected by the tariff; while, on the other hand, in many instances experience tlone has enabled a competent judgment as to whether the provi-ions of the tariff of 1879 have hit the right thing (das richteige get- No. 2 Government are the following: The duty on laces and embroideries is increased 60 per cent.; on prepared ornamental feathers, | 300 per cent.; on spirituous liquors, 100 per cent.; on embroidered and lace dresses, - as 13344 per cent.; on artificial flowers, 200 per cent.; on variegated needlework, 50 per | cent.; on laces and embroideries, wholly or partly of silk, 3314 per cent. ; In the report of Consul Warren, of Dussel- dorf, the effect of the protection policy on wages and the demand for labor are sum- marized in an interesting manner. Competion with foreign imports has greatly diminished, and there has not only been an increase in the demard for home production, but the quality of the arti- | cle manufactured has become better."" The eonsul gives a synopsis of sme facts ob- tained by the German Steel and Iron Indus- try Association from 320 iron wurks, foun- dries and machine shops in various parts of Germany. These fact» he summarizes as follows: ‘‘In January, 1879, there were employed in said 320 works 151,582 work- men, with month wagex to the amount of $2,280,375, against 202,888 workmen in Jan- uary, 1884, with $3,468,024 month wages. By reference to Figs. 4, 5, 6, 7 and 8, page 15, the description of the general mechanical privei ples involved in the construction of these engines will be easily understwod. The inver portions of the cylinder in which the piston-heads revolve are cylindrical and true to a common center, while the inter- vening part is shaped to give such e recipro- cal mvtion to the pistun-valves that an equal transmission of power is maintained at all pwints of the revolution. The piston is of cast iron, -lotted rad ally th: ough its full length at four equidistant points, each of the slots being of sufficient capacity to re- ceive the piston-valve which travels therein. The opposite slots or recesses are connected jarms are in contact with the periphery |of the piston, their inner faces being in line with the sides of the recesses of }the piston. The packing-rings and arms jare kept in contact with the ends of the |cylinder by means of spiral spirngs in- serted between them and the followers screwed to the piston-heads. The four pis- ton-valves which transmit the power of the steam travel in the recesses in the piston, | between and in contact with the arms of | the packing-rings. They are of crucible | steel, and are recessed in such manner that | only the portions which travel between the arms of the packing-rings, and the parts re- quired to form a close connection with the piston, are subject to contact. The shafts are also of crucible steel, each formed with a flange of sufficient diameter to give a broad base, which is fitted into a recess on the outside of the piston-head. The b Its or screws which combine the “pis- ton and piston-heads pass through these flanges, thus in effect making of these parts one solid piece, revolving with the packing |rings, on a common center. A _ metallic | packing, invented tor and peculiar to these | machines, prevents any steam or water which may accumulate between the piston- heads and the cylinder covers from coming into contact with or escaping by way of the | Shafts. Each shaft packing consists of a gun-metal cylinder having a uniform iuter- nal diameter of sufficient capacity to enable it to receive the base of the shaft, the annular space between the packing cylinder and the shaft being tilled with asbestos packing, compresed by means of a gland screwed on the shaft. The entire packing revolves with the shafts, but the packing cylinders are free to move laterally, being kept in contact with the en- gine cylinder heads by means of spiral springs inserted in the packing cylinders and bearing against the flanges of the shatts. The reversing apparatus con-ists of an ordi- nary slide-valve somewhat modified to suit the requirements of the engine, with which it is combined in a manner as simple as it 1s compact and reliable. This valve starts, stops and controls the speed of the engine, as weil as instantly reversing it, even when at full speed. While some of these engines, intended for other uses, have a cut-off, the oue here illus- trated works without a cut-off; but as the Jeverage upon which the steam acts does not vary, the steam naturally expands, on enter- ing the cylinder, to a pressure just sufficient to overcome the resistance of the engine. The loss from friction is exceedingly light, naturally varying according to size of engine and the load. When the reversing-valve is raised it opens the lower port, and at the same time connects the upper port and the exhaust port in the valve-seat, steam fill- ing the lower half of the cylinder, and delivering its effective pressure on the piston- valve then in position between the uppe: and lower ports, causing the revolution of the engine in the direction indicated by the arrow. This valve passes on to the opeuing of the upper port, and is there relieved of its press- ure beiore it meets the incline, which moves it toward the center of the piston. Imme- diately with this escape of steam from the first valve, the next following valve, which by this time is in position, receives the ef- fective pressure of the steam, and in this manner the four valves fullow each other. While each piston-valve is trausmittiog power, its Opporite valve is preventing the escape of steam which would otherwise take | place between the piston and that portion of | the cylinder nearest to it; and while these two valves are dving duty the other two are moving iuto position to relieve them. The tubes and their sps ings move with the valves. | 48 the illustration shows, the ports in the cylinder lap the eccentric curves, and the pressure on the back, front, sides and ends of the piston-valves is balanced while they are moving radially. The recesses in the piston-valves, and the clearances between their contact sides and the races in the piston, and between the arms of the packing rings, allow free circulation of steam during | the reciprocal movement of the valves, but | when they have reached the end of their | inward or outward stroke they are instantly ; made steam-tight by the steam pressure |} holding them against their seats. ‘These | piston-valves are balanced slide-valves, seif | adjusting and self packing.
